Because booties (clothing, etc) are legally considered a "Useful Article", you can not copyright them. You can copyright the physical pattern (text, photos, etc), but you can't restrict what people do with what they made from it.
Some people put those sorts of clauses on their patterns, but they aren't enforceable because copyright law specifically excludes "useful articles".
A lot of people won't buy your pattern, too, if you try to restrict what people do with what they make from it. A lot of us here like to sell what we make. Regardless of what the law says I can do with a pattern, I'd never buy one with restrictions because it isn't worth the hassle or the ethical quandary.
And remember, there is always someone else selling something similar WITHOUT dictating what can be done with the product.
If you want to be the only one to sell your booties, don't sell the pattern.
If you want to sell the pattern, you'll get a lot more buyers if you encourage people to make and sell if they're so inclined. You can still sell your booties, too, if you go this route.
I advise you, personally, not to try to have it both ways. I went through this myself about eight years ago, when I first started selling both my beads and my jewelry. I was a much happier person (with a much more profitable business) when I shared my designs. I sold lot more beads, and it didn't hurt my jewelry sales at all.
