The owners of the land" are nonchalant, reluctant to invest in the development of the
library, come to work very late and finish very early. In extreme cases they take French leave on the pretext that
they are sick, or that they have lost a dear one. It never occurs to them that there are set procedures for
requesting and the granting of casual leave, compassionate leave, and annual leave. It is true that there is an
unwritten law that junior positions should be filled by the indigenous of the locality. This is because it is usually
cheaper to employ local people than to bring them in from outside. It is also assumed that the local people are
more familiar with the geography of the environment in which the university is situated. But the abuse of this
privilege is not confined to the junior staff: even some senior staff are the worst offenders.
