Unions, courts, governments, and school systems have gone to considerable lengths to provide for personnel security, which is one of the basic psychological needs of humankind. Tenure for educators, protection under civil service for many classes of noncertified personnel, contracts with seniority provisions, due process, and grievance systems are illustrative. Complete security for any individual, however, is an illusion. Fluctuations in the economic system, school closings and consolidations, individual health, and performance obsolescence all affect security. Without extensive opportunity for individual self-development and without better processes for staff liberation through motivation, security will become more of an illusion.
