One of the interviewees (T13) also indicated that the scheme was
introduced in response to pressure from civil society, rather than
being driven by the MOPH. Consequently, the MOPH gave the
scheme inadequate attention, especially to supporting mechanisms
as evidenced by the findings in this study, which included the lack of
clear practical guidelines, poor communication mechanisms between
the central authority and local health staff and limited institutional
capacity of the scheme’s governing body
