The major portion of the data was obtained through the use of a survey questionnaire that was prepared, evaluated in a pilot study, and mailed to 500 Pennsylvania public elementary school principals whose schools administered the Educational Quality Assessment Inventory (EQA) in March, 1976. The second source of data was the EQA goal scores for each fifth grade in the sample schools. The Pearson Product Moment Correlation formula was used in the treatment of the data. The level of significance at which each research question was accepted or rejected was at the .05 level of signifi cance .
