In the 1800’s steamships and railroads were popping up all over the place. Unfortunately, they were primarily owned by a few people. If you had a business, you had to pay the rate set by these monopolies. This did not sit well with the government.
So in 1887, the ICC was created (ICC = Interstate Commerce Commission) Its purpose was the stopping of the railroad monopolies.
The book has information on the creation of the FAA and NASA, but all I need you to know is that the ICC continued to gain oversight over transportation. By 1970, it had oversight over all rail and air transportation, 80% of piplines, 43% of trucking and 6% of water cariers.
