Responding to Cambodia’s request for an interpretation of its Judgment of 1962, the ICJ decided in November 2013 that
Cambodia had sovereignty over the whole territory of the promontory of Preah
Vihear. The land outside the promontory, however, remains in dispute. Thailand
had already stated its opposition to any move by Cambodia to submit a management
plan for the Preah Vihear Temple to UNESCO until the two countries have
determined the exact size of the area. The issue remains sensitive in Thai domestic
politics and could be exploited politically by domestic groups. It is not unlikely that
tension may resurface, prompting ASEAN’s involvement again. The Cambodia-
Thailand conflict, therefore, remains a formidable challenge for ASEAN.
