In January 1957, the Security Council took up the Pakistani complaint that India had held a constituent assembly in Kashmir and drawn up a constitution that provided for the integration of Kashmir into India in violation of earlier agreements for a plebiscite. The Council President, Gunnar Jarring of Sweden, was requested to visit India and Pakistan to explore the possibilities of reaching a settlement on the Kashmir issue. On April 29 he reported no progress. Jarring’s suggestion to submit certain basic issues to arbitration had been accepted by Pakistan but rejected by India on the grounds that no other measures were appropriate until Pakistan took steps toward military withdrawal, since it was still engaging in aggression.
