By “physical transport infrastructure,” we include the various transport modes themselves and by “multimodal transport” we include the intermodal nodes or linkages that connect the transport modes. This builds on the APEC Policy Support Unit definition: “Multimodal connectivity includes individual modes of transport (air, sea, and land) as well as the intermodal linkages. As such, it entails a network of links (such as the roadways, railways, and transport routes) and nodes (facilities such as marine ports and airports)” (Shepherd et al. 2010, 2).
