Scholars (0.204) indicated that the criterion of workplace safety (C16) was crucial because it affects the safety of fishermen. The indicators for casualties of fishermen (I20) and disasters of fishing crafts (I21) increase yearly, indicating that the safety of fishermen has improved considerably ( Fig. 6). The indicator for the ratio of average wage of fishermen to the average civil wage (I23) was decreasing, indicating the reason for which people do not want to engage in fishery. By contrast, the indicator for total employment (I19) has increased [13] because a number of fishermen applied for fishing licenses to obtain eligibility for fishery insurance or participation in game fishing [11]. Lack of an adequate fishing labor force resulted in an annual increase in the indicator for the ratio of Chinese crews to Taiwanese crews (I24). Although wages for Chinese crews are lower, the weight of the indicator shows that fishermen (0.336) regard this as crucial because the safety of a Taiwanese captain and crew may be compromised by a foreign fishing crew through misunderstandings and communication difficulties [23].
