As highlighted during our discussion, Activity Reporting should not fall under the responsibility of TÜV SÜD Thailand HR. One of the key reason is that HR does not have line of sight of the daily operational activities in the various departments. As the Activity Reporting administration in TÜV SÜD Thailand has been placed under HR, it has been subject to audits by Corporate Internal Audit. This has placed Thailand HR in a challenging position during the audits as it has difficulty addressing the queries and observations raised by Corporate Internal Audit. In TÜV SÜD ASEAN including Singapore, Activity Reporting does not fall under the purview of HR but under the respective centres/ departments.
TÜV SÜD Thailand HR’s role in Activity Reporting is very much administrative which would involve the chasing and the collation of activity reports from the respective departments for keying into the SAP. From my understanding, Thailand HR spends up to 1 manday per week normally and up to 2 mandays per week during the closing period for reporting. The amount of time spent on the administration of Activity Reporting is significant and diverts HR’s focus away from core HR work. With the Global HR Transformation in momentum, there is an impetus towards the 3-Pillar HR Model and alignment with the global HR processes. It has therefore become imperative that HR focuses on core HR processes and activities necessary to support the growth of the organization.
In this regard, I recommend that the Activity Reporting responsibility be decentralized to the applicable employees and their Supervisors/Managers in the respective departments. Thailand HR can facilitate training of the Department Managers/ Supervisors and their Production (P) and Production Support (PS) employees required to do Activity Reporting to ensure a smooth transition and eventual transfer of the Activity Reporting responsibility.
