Children placed in VCHs had significantly higher overall needs than children in foster care. Notably, thef inding that children in VCHs have significantly higher Risk Behavior needs is consistent with previous studies, which have indicated that youth in residential group care tend to have significantly more incidents of runaway attempts, substance abuse problems, and involvement with the criminal justice system compared to those in foster care. Previous studies have also indicated that children with clinically severe behavioral difficulties are four times more likely to be placed in more restrictive programs such as residential care. However, it should be noted that as the current study is cross-sectional in nature, further research will have to be conducted to determine whether there are significant differences in level of needs at the point of placement.
