I have attached the completed CAR in relation to the issue with the packaging.
I have conducted an investigation into the packaging and I have noted that the material seen de-laminating (or flaking) from the packaging is a separate end label. I attempted to remove this and found it was not possible without damaging the bag however even after doing this, there was no apparent risk for product to fall from the bag as the main structure of the package was retained.
The splitting of bags is likely due to mechanical / physical action (handling practices) rather than due to removal of the end label.
