3.1.2. Lack of clear policy planning
Many respondents pointed out that the government lacks a long-term policy-planning framework and a clear direction of development, due to which many people are still observing, and the market is inactive. This in turn may lead to slow progress of the implementation of telecare. The telecare programs funded by the public sector are only short-term pilot programs without long-term planning, which affects the continuing care of patients. The pilot programs are limited to a small number of regions, with unclear and inadequate funding that is diminishing annually. In many cases, without continuous government funding, the pilot telecare projects have been discontinued and staff has been dismissed and returned to respective units. Therefore, case managers feel insecure about their jobs with telecare, envision no long-term development, and prefer to change jobs or leave the unit, leading to a high attrition rate for case managers. As a result, executives also face the problem of labor recruitment.
