Although electric and magnetic fields often occur together, most of the concern
has focused on the potential health effects of magnetic fields. The basis for this concern is that magnetic fields are difficult to shield, and easily penetrate buildings and
people, contrary to electric fields, which have very little ability to penetrate buildings
or even human skin. Because the use of electricity is ubiquitous and plays a vital role
in a society’s economic capability, the possibility of harm from EMF to electric utility customers and workers deserves attention
