programs in the Arabian Gulf region and those of the United States. The Arabian
Gulf CE programs aim at preparing locals to replace expatriates, whereas the adult
education program of the United States was to educate immigrants to learn the
English language to be able to integrate them into American society. This program
is working, not necessarily giving 100 per cent result, but the government keeps
trying to get better results through studies, research, and interaction with immigrant
workers. Following the examples of the United States and Canada with Spanish
and French as their second languages, we can benefit from their experiences in
dealing with two languages. we can keep Arabic as the first language and adopt
English as the second. Foreign companies and banks in the GCC countries are
already following the dual language system. However, it should be implemented
region-wide through a royal decree in each Gulf state, so that it becomes official
and applied uniformly in the GCC countries. If English as a Second Language (ESL)
becomes official, students will be able to learn English from grade I. By the time,
they complete their undergraduate education, they will have achieved proficiency
in English and started to benefit from CE programs conducted by non-Arab experts
on current and work related topics.
