The conceptual framework was drawn from the WHO’s six
health system building blocks (WHO 2007; de Savigny and Adam
2009). Moreover, to cover external determinants relevant to the
health system, demand-side factors, including issues of legality andpatient characteristics, were incorporated into the framework
(Chamchan and Apipornchaisakul 2012). This is based on an assumption
that the precarious legal status as well as the unique characteristics/behaviours
of stateless people in the study areas might
affect how healthcare providers managed healthcare services for the
stateless.
The conceptual framework was used to structure the interview
guide. Content validity was checked by two rounds of peer consultations
with high-level MOPH officers and experienced researchers
in September and October 2012 (Figure 1)
