The marginal costs for implementing the EMP are initially estimated to involve LAK
972 Million (USD 121,500) of fixed costs to cover: i) conduct of GoL EIA and application for
ECC, 69%; ii) establishing baseline data of ambient environmental quality/levels prior to
construction, 3%; and iii) environmental effects monitoring during construction, 28%. The
estimated costs include taxes and contingencies for deficiencies in assumed unit costs, but
exclude inflation. The salaries of the Environmental Engineers and Grievance Point Person
are excluded as they will be existing DPWT/UDAA staffs seconded to the PMIU for
environmental management of the Project. The costs for the engagement of Environmental
Specialists to provide technical assistance and “hands-on” training to the PMIU in Subproject
environmental management, is incorporated in costs of the Drainage and Stormwater
Management Subproject.
