Brooklyn is (and is in) Kings County. The borders of Kings County are the same as those of Brooklyn, New York. There is only ONE county in Brooklyn, New York: Kings County.
It wasn't always that way, of course. When England finally took New Amsterdam over from the Dutch, they wrapped up all of the various towns of this part of western Long Island into one county: Kings County. The gradual annexation of the various towns and villages of Kings County (i.e. Brooklyn, Flatbush, Flatlands, Bushwick, etc.) made the borders of "Brooklyn" and "Kings County" the same as of 1895. Today the County and the Borough are "conterminous" -- which means contained in the same boundaries.
