A non-dedicated contracted vehicle (HGV registered as UP66T-3985) was carrying finished good (lubricant products) from Kanpur Warehouse to a distributor in Moradabad. The HGV was loaded from Kanpur warehouse on 27th April and the trip from Kanpur warehouse started on 28th morning at about 9.30 am.
At about 2.15 pm the driver reached Bangermau, 74 kms away from Kanpur for lunch. The route taken by the truck is an approved route under JRM.
On 28th at around 16.25 pm, the HGV driver reached Bilgram. After crossing a crowded Bilgram junction, the driver was moving forward in busy/ congested market area. Route was dual lane single carriageway. The driver was driving at a speed of 36 km/hr just before the incident. A girl on a bicycle fell and non-dedicated vehicle moved over her upper left arm. The driver was pulled out of the vehicle by public and manhandled .Driver was rescued with the help of police, the vehicle was impounded by police and both driver and vehicle were taken to the police station. The girl was rushed to the nearby hospital by her relative and then later on based on doctor’s advice she was shifted to a private specialist hospital at Lucknow as her condition was quite serious. According to resident doctor who treated her, the girl had lost blood leading to low haemoglobin level and had severe damage in her upper left arm.
A FIR was registered after three day by a family member.
The truck was being driven at an approximate speed of 36 km/hr. just before the incident occurred.
Driver was wearing seat belt. Cleaner was present in the vehicle from the start of the journey.
