Background/IRC Summary:
The International Rescue Committee (IRC) is a leading non-sectarian non-profit organization providing emergency relief, protection, rehabilitation assistance, resettlement services and advocacy for refugees and victims of oppression or violent conflict. The Protection Surge Capacity Project is a partnership between IRC and the United Nations High Commissioner for Refugees (UNHCR) to strengthen UNHCR’s protection capacity through the deployment of qualified protection personnel to UNHCR operations worldwide.
Job Overview/Summary:
HR & Finance Administrative Officer (full-time) will report directly to the Human Resources Manager and provide support to IRC staff deployed to UNHCR under the Surge project. The HR & Finance Administrative Officer’s main responsibilities focus on the administrative aspects of hiring, deployment and the provision of support to deployed field staff.
Major Responsibilities:
HR Support
- Coordinate administrative aspects of deployment of new staff (hire letters, orientation, documentation).
- Keep track of travel, lodging and other logistics for new and terminating staff.
- Provide orientation to new staff on payroll, insurance and benefits.
- Liaise with UNHCR on issuance of UN Nil/Nil Contracts, UN certificates, etc. to deployed staff.
- Provide ongoing and timely support to staff with respect to employment and administrative issues.
- Assist HR Manager in recruitment, specifically with checking of references.
- Track receipt of timesheets from deployed staff and follow up as necessary.
- Maintain up-to-date information in databases.
- Maintain Surge Project Statistics reports.
- Maintain electronic and hard copy personnel files.
- As needed, assist HR Manager in coordinating travel and visa arrangements for deployees.
- Provide general support to HR Manager and work on special projects as requested.
Finance Support
- Maintain and update deployed staff payments spreadsheets.
- Follow up with deployed staff regarding their outstanding reimbursements.
- Review staff invoices/receipts and expense reports for accuracy.
- Prepare documentation for reimbursements in line with IRC and Surge procedures.
- Enter details of deployed staff reimbursements on the Surge payroll information sheet.
- Follow-up with deployed staff regarding outstanding cash advances.
- Liaise with IRC Bangkok finance concerning cash requirements for local payments, if required.
- Provide deployed staff financial information to IRC Bangkok finance for reporting purposes.
- Prepare and maintain detailed spending projections for Surge budget.

Job Requirements:
Education: University degree or equivalent
Work Experience: 1-2 years
Demonstrated Skills and Competencies:
- Strong organizational and computer skills: facility with MS Word, Excel, and email/internet software.
- Ability to handle multiple tasks and work effectively in a small team environment.
- Ability to handle multiple tasks and work effectively in a small team environment.
- Ability to work and communicate effectively in a multi-cultural environment.
Language Skills: Fluency English
Assets:
- Previous project, administrative, or human resources work experience
- Basic accounting skills
- Knowledge of HRIS system
Working Environment: Standard office work environment
