China has built an innovation talent program system to face global competition within a knowledge economy
To greatly develop its knowledge economy, China has implemented strategies of development through science and education (since 1992) and human resources (since 2003). During this period, the country has gradually established a national financial aid system for innovation talent through various talent programs sponsored by government agencies such as the National Natural Science Foundation of China (NSFC), the Ministry of Education (MOE), and the Chinese Academy of Science (CAS). With the full implementation since 2006 of the strategy to build an innovationoriented country, China issued its Mediumand Long-Term Talent Development Plan (2010–2020). According to the plan, the Chinese government has successively launched a series of talent programs. (See Figure 1.)
