When you log into Twitter Ads, click on the “Tools” drop down in the top navigation, select “Audience manager” and then click on “Create new list audience”. Give your Twitter Tailored Audience a descriptive name and select the type of data file you are uploading (i.e. email addresses, Twitter usernames, mobile advertising IDs).
