At its meeting on 18 December 2012, the Subcommittee on the Long
Term Housing Strategy requested the Research Office to conduct a study on
Singapore's public housing policy for members' reference. Singapore is often
cited as a successful example among the Asian cities in terms of the provision of
affordable public housing and high proportion of owner-occupiers among its
residents. Since its establishment in 1960, Singapore's Housing and
Development Board ("HDB")1 has built more than 900 000 public housing flats to
accommodate over 80% of the local population. Among the public housing
residents, about 95% of them are currently owner-occupiers and 5% PRH tenants
