Fig. 1 identifies two financial dimensions; the availability of a sufficient budget and incentives. In many municipalities, most of the budget is allocated for services and wages, and research is often overlooked. Expenditure of municipalities on wages and salaries is about 75% of overall municipalities' budget and expenditure on training and development accounts for less than 1% Financial incentives for research do not exist. Hence, we hypothesize that a lack of finance has a negative impact on the use of research in the decision making process.
