The board is reported to have made its decision on this controversial set of issuer in a rather unscientific way. The metropolitan transportation administration had presented the proposed routes to board, and the Mayor had presented some modifications suggested by staff review in a number of different city agencies. The board had then added some routes in queens and Brooklyn, which had been projected in the past but were not in the present request at all. The additional lines were included not for transportation reasons so much as to see that the residents of these boroughs received an equal share of the money being expended.
