Pure SPE models find the production, consumption and distribution of goods based on the principle
that if the price of a commodity at the supply market plus the transportation cost from the supply market
to the demand market is equivalent to the price of the commodity at the demand market, there may be
flow of the commodity from supply to demand. Samuelson (1952) and Takayama and Judge (1964)
initially proposed SPE models with this concept. Samuelson (1954) presents an optimization problem
with a fixed transportation cost function and linear supply and demand functions in an over-simplified
transportation network for the interregional trade of a commodity. Takayama and Judge (1964) extend
Samuelson's model to analyze multiple commodities and time periods.
The revised concept of SPE emerged to cover general multimodal transportation networks by adding
Wardrop's User Equilibrium in the pure SPE models. According to this equilibrium, for each commodity
and given 0-D pair, the transportation cost on any used path is lower than or equal to that on any unused
path, and equal to the difference between the supply price at the origin and the demand price at the
destination. Florian and Los (1982) proposed static single commodity spatial price equilibrium models
using the linear approximation method and extended the models for multiple commodity cases. Friesz et
al. (1983a) explored an equilibrium problem of spatially separated markets with the elastic demand and
supply. Friesz et al. (1984) presented a class of alternative solution algorithms for nonseparable network
SPE problems, comparing their computational aspects. Pang (1984) reviewed a model of the multi-
commodity spatial equilibrium problem by Fang and Peterson (1980) and discussed numerical solutions
applying Gauss-Seidel-linearization methods. Dafermos and Nagurney (1987) established some
connections between Cournot oligopoly and perfect competition. They showed that a fairly general
oligopoly model with spatially separated markets generates a SPE model as an extreme case. Xu and
Holguin-Veras (2007) focused on the integrated shipper-carrier operations to estimate urban freight flows,
when shipping and transporting functions are parts of the same company. The authors developed an
analytical formulation to find the equilibrium production-routing patterns and commodity flows based on
SPE principles and investigated the dynamics of production and transportation.
The carriers' behavior is not included in the traditional SPE problem, but is simply represented by arc
and node cost functions. Generalized SPE models (also called integrated network equilibrium models)
improve the SPE models by explicitly developing carrier models. Therefore, the interactions between
shippers and carriers are simultaneously captured in the generalized SPE models. Hacker (1983) and
Harker and Friesz (1986a, 1986b, 1986c) used this integrated concept. Hacker (1983) proposed a
generalized SPE model to capture the simultaneous shipper-carrier interactions and applied it to the
analysis of U.S.' domestic coal economy. Harker and Friesz (1986a) present an economic mechanism that
integrates the demand and supply models in an intercity freight transport system. At the demand side,
shippers make decisions using SPE, while the profit maximization behavior of carriers is captured on the
supply side. Harker and Friesz (1986b) proposed two alternative mathematical representations of the
model developed by Harker and Friesz (1986a), variational inequality (VI) and nonlinear complimentary
formulations. Particularly, VI was transformed into an equivalent optimization problem to find
relationships between the modeling approaches. Harker and Freisz (1986c) reviewed the former
mathematical formulations (1986a, 1986b) and focused on computational techniques to solve the models
more efficiently. Then, an application to the U.S. coal economy was discussed by extending the general
framework.
Wang (2001) discussed a hierarchical game between shippers and carriers for international freight
movements. At the upper level, carriers decide service costs and link flows using Nash equilibrium. At
the lower level, shippers make decisions on the supply, demand and shipment pattern via SPE. Zan (1999)
and Zhang et al. (2008) also presented sequential games assuming carriers or ports are the leaders and
shippers are the followers in international maritime shipping markets. They employed user equilibrium to
capture the shippers' behavior.
Several works provide good summaries of the existing SPE models and generalized SPE models.
Friesz et al. (1983b) compared modeling assumptions and approaches of freight network equilibrium
(FNE) and SPE models, and presented a typology of the models with some meaningful criteria. The
authors discussed simultaneity of the decisions of shippers and carriers with recent modeling advances.
Harker (1985) reviewed literature on the predictions of intercity freight movements, according to the four
modeling categories: econometric models, FNE models, SPE models and generalized SPE models.
Crainic (2002) presented an overview of planning issues regarding long-haul transportation with
econometric models, FNE models and SPE models. Valsaraj (2008) presented taxonomy of predictive
network models including FNE, SPE and generalized SPE models.
In short, most shipper models defined arc and node transportation cost functions, not considering the
carrier interactions or considering simultaneous shipper-carrier interactions. Some researchers formulated
bi-level models for sequential decisions between shippers and carriers, focusing, however, on the
behavior of one type of carrier. This paper proposes a bi-level modeling approach which captures
hierarchical relationships between shippers and different types of carriers in an international maritime
shipping setting.
