The mandate given to the Office by the General Assembly in 1950 is not, however, geographically limited, neither has it a dateline. In principle every victim of racial, political, or religious persecution who is or will be at some time during the lifetime of the Office - that is until the end of 1958 - outside his own country, and who no longer wishes to avail himself of the protection of the authorities of that country, is or will be a refugee under the United Nations mandate.
