The approved budget for 2013/14 shows a continued increase in the allocation of resources to health and education which have been significantly underfunded in Myanmar. Although still very low, the allocation to education increased from 0.8 percent of GDP in 2011/12 to 1.5 percent in 2012/13 and to 1.8 percent in the 2013/14 budget approved in March 2013. On the other hand, the allocation to health increased from 0.2 percent in 2011/12 to 0.8 percent in 2012/13 and 0.9 percent in the 2013/14 budget. At the same time, the allocation to defense increased from 2.9 percent of GDP in 2011/12 to 4.6 percent in 2012/13, but has decreased to 4.2 percent of GDP in 2013/14. Expressed in terms of total expenditures, the expenditure share of health is expected to increase slightly from 3.6 percent in 2012/13 to 3.8 percent in 2013/14 while that of education is also expected to increase slightly from 6.3 percent in 2012/13 to 7.5 percent in 2013/14. On the other hand, the share of defense expenditure is expected to decline from 19.6 percent in 2012/13 to 17.2 percent in 2013/14.
