trially. It contains one national and two municipal development
zones, one of which, the Beijing Tianzhu export processing
zone, is the only experimental export processing area in Beijing.
In 2005, Shunyi’s industrial gross output accounted for
about one seventh of Beijing’s total, or one quarter when Beijing’s
eight central districts are excluded. Shunyi also produced
more than one fifth of Beijing’s vegetables and one third of its
meat, although it has only one seventh of its arable land (Beijing
Municipal Statistical Bureau, 2006). As a result, the conflict
between Shunyi’s urbanization and industrialization process and
the protection of its arable lands is severe. Enhanced land-use
efficiency, especially of industrial land, is urgently needed in
Shunyi.
