In Pakistan the HRM concept is not old. HRM practices and concept of HR department come with multinational organization. In Pakistan HR department role is not up to mark, it face hurdles to prove its value and role in organization productivity especially in government agencies. Private organizations follow it to compete with multinational organization but government organizations still follow their traditional hierarchical structure. Some public sectors have human resources department but their activities not effective. Government organizations result oriented and emphasize on strategic planning. Planning of these organizations discourage participation of employees. Policies of these organizations have negative impact on HR practices. The main purpose of HR department still hide and its work traditional HR department like just developed resources optimization plan and planning to adjust employees according organizational requirement. Participative management exists where top management gives opportunities each level to share their ideas and participate in decision making. It helpful for top management to know about employees views, weakness and their way of working. To implement this practice here need to change organization structure and give values their employees.
