Cases for this study were selected through a grant application process. The application mirrored the steps outlined for completing a school energy policy and education plan. The Request for Proposals for the grant was announced statewide (to Wisconsin's 424 school districts) through various education outreach networks. Eight applications were received. Possible reasons for this small response included that this was the first time the grant was offered and the perception that energy policy work is challenging and often a novel prospect for school districts.
