The Batu Apoi Forest Reserve was designated a National Park during 1991, part-way through the Brunei Rainforest Project, and regular educational visits to the KBFSC commenced in May 1992. As stated,by April 1994,construction of headquarters and visitor facilities for the new National Park was under way near Kuala Belalong under the umbrella of the Ministry of Industry and Primary Resources. However,the Ministry of Development commissioned a Canadian engineering company to conduct a feasibility study into the proposed hydro-electricity to scheme , which was completed by the middle of 1994
