When Bruce and Komkrit called me yesterday, I had given them some of my comments. I wold like to detail my thoughts below:
1) I don't realize that we have been penalizing employees who have suffered an accident. I have no problem with this as we would like to encourage everyone to pay attention to safety. However, we do need a proper and reasonable procedure. Otherwise, an employee who is penalized for suffering an accident will feel very unhappy and discouraged and think that the company is unreasonable.
2) I have checked the Company Rules and Regulations. There is punishment in section 10.4 k regarding not complying to safety regulations.
3) Nobody wants to have an accident. I think we should only penalize those who violate the safety regulations. So we do need detailed safety regulations. Some of the examples of violating safety regulations can be like "Do not follow machine operation instruction", "Disable safety device", "Do not wear PPP provided when handling a hazardous operation", etc. I think we can base on past history to come up with the regulations. To me, if it is purely an accident, the employee shouldn't be penalized.
4) After we have the safety regulations, we should publish it so that employees are aware of it.
5) When we punish an employee due to violating safety regulations, we should quote the proper section in the regulations.
With this procedure, I think an employee would understand why they are punished after an accident. I welcome all of your comments.
