First; am I watching you? I only like to commission someone if I like their art and if I like their art chances are I'm watching them already. After all, why would I pay you to draw something for me if I've not shown interest in your art with a watch? I'm all for networking and meeting new artists but if you've doing the equivalent of knocking on my door when I'm minding my own business and asking for money, you're not making a good first impression.
Second; if I want to commission you, I want to be the one to initial the conversation. Primarily it gives me a chance to review my finances and ensure I can afford it, especially if we're talking about something in the $40+ market. Even with the dollars to pounds exchange rate, it can be expensive. Chances are when I commission someone, I've been toying with the idea for a while and have wanted to make sure their prices can fit into my budget. Obviously there will always be some exceptions to the rule but chances are if you ask me if I'm interested then frankly I'm not going to, if nothing else, out of principle alone.
