Current Fixed Numbering Space
The current fixed telephone service number plan has a National Significant Number (NSN) that comprises:
• 18area codes (of ‘0’ plus two digits) reflecting the 17 provinces and one prefecture.
• 6 digit subscriber numbers in each area.
Thus the NSN for each fixed service comprises a total of 9 digits, with the local subscriber number (SN) being 6 digits. Of this overall numbering space, the digits ‘0’ and ‘1’ are not used as lead subscriber number digits, thus the useable space is 20% less than the space that would be available under full use of the ‘0’ plus eight digits. The prohibition on use of ‘0’ and ‘1’ as lead subscriber number digits enables these digits to be used in other contexts (access codes and short codes) in the number plan.
