This stems from the belief that there must be one best production
planning and control system and that
since the Japanese are out-performing the West in
automobile and electronic components production,
their system must be better. It is believed that
the only thing that is still keeping so many manufacturers
with MRP is the diculty in converting
to the JIT process, which requires the overhaul
and reorganization of the entire factory (Plenert
and Best, 1986; Plenert, 1990b).
