COMPETENCY
Competence in rigging use and an understanding of related Safe Work Practices.
ADMINISTRATION
EXPLAIN: Without the control of a mentor able to explain how to rigging use and an understanding of related Safe Work Practices (SWP).
PROCEDURE
The employee will explain as follows
1. Explain the lifting and rigging Safe work practices (SWP)
Answer:
Requirements
1. Hazards associated with Lifting and Rigging shall be identified and mitigated prior to beginning work.
2. Competent personnel must complete (i.e., develop lift plan as required) the steps needed to properly and safely prepare the job site and equipment for the start of work.
3. Lifting and rigging equipment must be engineered and certified for current use and in good working order as verified through Pre/Post Operation inspections.
Note: The use of non-certified locally fabricated or modified lifting and rigging equipment is prohibited.
4. Lifting and rigging equipment shall be used in accordance with the intended design purposes and specified limits of the manufacturer and recognized and accepted good industry practices and company standards.
5. Confirm weight of the object and establish the load’s center of gravity prior to beginning the lift.
Establish clear pick-up and lay-down areas that are within the crane’s load lifting radius.
6. Ensure the load path from the beginning of the lift to the lay-down area is clear of obstructions.
7. Rig loads appropriately and ensure loads are free of possible restraints (ice, sea fastenings, hold-down bolts, etc.).
8. Place load in designated lay-down area and remove rigging equipment after load is securely in place and free of support from the crane.
2. What to do during routine maintenance. and inspection?
Answer:
1.0 Procedures
1.1 Sling Management
Slings should be stored in an area where they will not be exposed to water, extreme heat or
corrosive fumes, liquids and sprays. Slings should not be stored on the deck. All slings when
not in use should be kept on a rack.
• Wire rope slings should not be field fabricated.
• Slings shall be properly stored on hangers while not in use, which should be standard on all structures.
• Suitable protection shall be provided between the sling and all sharp surfaces.
• Inspection will be done by a Qualified Rigger.
1.2 Inspections
All items of Company Portable Lifting Equipment (PLE) will be subject to a statutory examination prior to being used for the first time, daily or pre-use visual inspection by the user, and an annual thorough inspection by a Qualified Lifting and Rigging Inspector .
Items of lifting equipment which are found to be unacceptable in a minor way (e.g. not properly marked, requiring greasing, etc.) and which can be readily rectified or made serviceable shall be reported immediately to the PIC.
Every effort should be made to have any such minor remedial work performed and item re-examined during the survey period.
If an item of equipment is seen to be defective or is suspected of being defective either during the pre-use inspection, annual inspection or in service, it must be removed from service immediately and the PIC notified.
On completion of the survey on site, the Qualified Lifting and Rigging Inspector shall provide the Facility Manager a list giving details of equipment:
• Found to be satisfactory.
• Scrapped or to be scrapped.
• Not located.
• Found but not identified.
• Without adequate certification.
Within one week of survey completion, the Qualified Lifting and Rigging Inspector shall provide the Facility Manager or his designee with a digital update of the examination reports. The original will be kept in the database and a digital copy can be requested from the user department at any time.
1.3 Test Certificates
All lifting equipment used shall be well-designed and manufactured, proof tested and issued with a test certificate (follow ASME B.30.9). The test certificate should contain a description of the equipment, date of manufacturer, safe working load and be signed by the manufacturer. In accordance with industry standards, all slings shall have a safety factor of not less than five (5).
NOTE: Under no circumstance shall any lifting equipment be used in any operations without a manufacturers’ test certificate.
1.4 Marking
All portable lifting equipment shall be marked, either by stamping or tagging, with the following information:
• Safe Working Load (SWL) in Metric Tons.
• Date of first use.
• Owner identification indicating where the item is registered and a reference number.
The following code list shall be adopted to enable easy reference:
1.5 Color Coding
The schedule for the Chevron lifting equipment color codes, used in an annual rotation after inspection, is based on a change-over date of March 1st each year as follows:
• Pink
• Green
• Orange
• Yellow
Other approved color codes include:
• White – For transit slings and drill pipes only
• Red – For condemned or quarantined equipment
