The Scope of Work is stated in the Contract Agreement and the services to be performed are described in the Terms of reference (TOR).
The scope of services is summarised below. The list is intended for general guidance and is not meant to be exhaustive, please refer to the TOR for detailed description and the key activities are listed in the Services Management Plans (SMPs), refer to sectio1) To provide all of the professional staff, services, supplies and equipment necessary to perform the project consultant services to ensure that the works conform to the construction contract.
2) To co-ordinate the Contractor’s operations with those of all other contractors with particular emphasis on interfaces between the contract and any other interfacing contracts.
3) To submit all correspondence to MRTA,
4) To provide a detailed proposed construction schedule in computerized form prepared in the latest commercially available version of Primavera Project Planner (P3 for Windows)
5) To prepare and maintain a cost control database in Microsoft Access compatible (MDB) files in Bill of Quantities format.
6) To provide detailed construction cost control information as follows:
Progress in this period – planned and actual,
Accumulated progress up to end of previous period – planned and actual,
Accumulated progress to date – planned and actual,
Percentage accumulated to date – planned,
Percentage accumulated to date – actual and
Balance of work to complete (from original scope of works).
7) To utilise a computerised system for controlling all documentation transmittals and submittals, using the latest commercially available version of Expedition Contract software by Primavera System, Inc.
8) To submit all documents as mentioned in TOR and as required by MRTA.
9) To prepare a Qualify Assurance Plan for the services to be used during the implementation of each of the stages of the services.
The Duties of the PCPL will include, but not be limited to the following tasks:
Contract Administration,
Design Review
Engineering and Quality Assurance,
Schedule and Cost Control,
Assistant regarding claims by the Contractor
Reporting,
Meetings,
Document Control,
Public Relations,
Construction Safety,
Construction Site Envirinmmental and
General Administration.
PCPL will not be delegated authority to approve or instruct the following:
1) Consent in Assignment and Subletting.
2) Extension of Time for Completion.
3) Reduction of Liquidated Damages for delay.
4) Any Variation that would cause an increase in the original Contract Price.
5) Payments to the Contractor.
6) Alterations and/or additional Works, which are subject to new rates or to be prices in accordance with the rates contained in the Contract.
7) Suspension of Termination of the Contract.
8) Alterations or Modifications to the Contract.
9) Taking-Over Certificate.
10) Defects Liability Certificate.
