Developing an action plan involves identifying specific target variables and determining the techniques that will be used to bring about change. Identifying specific target variables (e.g., resistance points, existing policies) allows the intervention strategists to better understand the relative complexity of the change program. Using the earlier example of changing production standards, the change manager may view the union, supervisors, and production workers as possible resisters to change. The union will have to a change in production standards; supervisors must understand the need to change those standards and why their active support is critical to the outcome; and employees need to know that the change will not affect their job security. The next step is to determine the appropriate intervention techniques for instituting change. In the current example, the following techniques may be considered
