regulations have been developed it is necessary to highlight that they
alone cannot accomplish this objective unless they are both enforceable
and enforced (Schaefers, 1996). However, most developing countries
lack policies and sufficient numbers of trained inspectors to monitor
and enforce regulations. Whilst there have been notable examples of
success with enforcement of stringent policies in some developing
countries (Okello and Swinton, 2010) these are relatively few and far
between. It would appear that the effective transfer of information to
farmers and establishing the means of providing them with advice on
the proper use of pesticides are keys to reducing many of the
pesticide-related problems in developing countries (Ecobichon, 2001).
