framework takes cognisance of broad premises
(benefits, challenges and impact) of the Kenyan
perspectives discussed in this paper and those
observed by (Avgerou and Walsham 2000,
Berleur and Drumm 2003, Heeks 2002) for both
research and action.
In the response, action is taken to increase the
chances of project success by reducing the
impact of the factors for failure and increasing the
strength of the factors for success.
