For the purpose of setting the KPI, let me suggest the following
Branch:
Branch KPI target is total deposit, which is part of the KPI for branch. Therefore the branch team will focus on getting the total deposit based on the target.
Treasury:
Treasury KPI or target is based on LD ratio, therefore the position each month or each quarter depends on the total loan and total deposits. When the loans are higher or lower, it is Treasury responsibility to manage the gap. So KPI for Treasury for example should be based on a range of LD i.e. 90 - 93% LD ratio. So, when the Deposit is too high or Loan is too low, treasury may miss the target because the LD ratio drop. So, in this case, Treasury should revise the target on Deposit by using the ALCO and Interest Committee to discuss with Branch leader. So the treasury is like a gate keeper or monitoring team (just like risk to portfolio)
