the workshop will be held at mae fah luang’s campus in chiang rai from the evening of Thursday, august 28 through the afternoon of Saturday, august 30, 2014. Sunday, august 31, will feature an optional day trip into chiang sean, the ancient capital of chiang rai, with visits to fishing communities affected by hydropower development in Yunnan province as well as development projects in the area. The workshop sessions will focus on measures to address the growing breakdown of cooperative water management in the lower Mekong basin, starting with the failure of the first test of the Mekong river commission’s procedures for notification, prior consultation and agreement (PNPCA) in the case of the xayaburi dam.
