Resolving the problem
Shut down all Planning services, then end the 'hanging' process in Task Manager, and re-start the services.
1) Ensure all users are logged out of Contributor.
2) In the Job Management folder for the affected application(s), delete any 'QUEUED' job(s) by highlighting it and clicking the 'Delete' button at the bottom right of the screen, then close the CAC.
3) On each job server, open Cognos Configuration, and stop the Cognos Services by selecting 'Local Configuration' (the very topmost item in the left hand pane) and clicking the stop button.
4) Wait for the service stop to complete
5) Open Task Manager in Windows, and on the 'Processes' tab, select the 'Show processes from all users' checkbox.
6) Click the 'Image name' column heading in Task manager to sort the processes in alphabetical order
7) If there are any processes called epPlanningService8.exe present, select them, and click 'End Process' to remove them.
8) Repeat steps 3 - 7 for each job server in the environment, and finally, for the application server.
9) Once all Planning servers have been cleared of any 'hanging' epPlanningService8.exe processes, start the services in Cognos Configuration on the application server.
10) Once the application server services are running, start the services on your job server(s)
11) Once the services on all servers are running, open CAC, and run a GTP on the affected application(s). This should trigger a reconcile job; if it does not, add and then delete a dummy access table, then GTP again, to force the application to reconcile.
