On a given round, individual power and payoff increases or decreases depending
on the group payoff, the power status, and whether or not there is implicit consensus
of choice between the two players on a group. The key feature is that in the absence
of consensus, positive group payoffs will result in an increase in power for the
majority while negative group payoffs will result in a decrease of power for the
