Please be informed that Bureau of Customs (BOC) Manila is now planning to require a LOAD PORT SURVEY REPORT (LPSR) as part of the usual import documentary requirements. This LPSR should be generated by one of the Bureau of Customs (BOC) Manila accredited cargo surveyors and should be submitted to BOC-MISTG's authorized website at least 12 hours prior to cargo arrival.
In the absence of a final and approved Customs Administrative Order (CAO) and a Customs Memorandum Oder (CMO) that operationalizes the CAO, there is no confirmation yet when the Load Port Survey Report (LPSR) will be implemented. It is likely to be implemented within the third quarter of 2014. Please note that the CAO would have to be published first in a nationally circulated newspapers 15 days before it’s effectivity and that there may be a transition period of 30 days within which no penalties will be meted out on those who have yet to comply with the Load Port Survey Report requirement.
