Few countries have succeeded in breaking traditions of military rule. In Japan, that tradition died only because of its military's total and devastating defeat in 1945. Fear that the tradition might revive inspired the U.S. occupation forces to have the Japanese include an antiwar provision and a proscription against raising and army in the new Japanese constitution. While some Japanese and foreign observers occasionally express concern about rising nationalism and militarism, the old tradition does appear to be dead.
