public, private and civil society actors are largely borne
“by the increasing complexity, dynamics, and diversity
of social-political sub-systems (Kooiman, 1993)” and
the realization that the public sector no longer can be
expected to provide all solutions. For example, the
growing concern over the mismanagement of social
welfare programs by the state and the subsequent fiscal
crisis led many to seek alternative sources of funding
and management. This is reinforced by John et al.
(1994) who stipulate that changes in technologies, markets,
and opportunities are creating “expectations ...
(that) governmental actions also change with them.”
This pattern is also described in terms of the emergence
of new forms of governing and governance, moving
away from “unilateral (bureaucratic) to an interactionist
focus (Kooiman, 1993)” or in terms of “strategic partnership
and collaboration between government and the
private sector (Considine & Lewis, 2003).” The theoretical
ground for new governance ideals are largely based
on network-related theories but a lot has to do with the
current administrative governing systems crossing “the
threshold of diminishing returns (Kooiman, 1993).”
