Grassroots democracy refers to a process of democratization from below. Central to this type of democratization is political participation. This means that certain political processes are open to the participation of individuals or social forces that have a say in decisions and policies that directly impact them. Two main aspects include local elections and the greater emphasis on public supervision of the conduct of CCP and government officials. It is worthwhile to bear in mind that grassroots democracy is taking place within limits set by the CCP. It reserves the right to intervene to halt any practice or action that it regards as posing a threat to its hold on power.
